I've never had a need to use "Assign to Staves" by right-clicking. If you want it to appear on multiple staves in the score, you can specify it there. Usually "top staff" suffices for the parts. in the Tempo Alterations category? In the Category Designer you can edit the score list for that category and specify where you want it to appear.
