Seems to me like it'd be stupid and selfish of her NOT to. It seems a little unfair to judge a pacifist ruler based solely on her fighting capabilities. In the event of war in the S5 finale, she succesfully brought a peaceful country to a state of total war fast enough that she more or less levelled out a fight seriously skewed against Equestria. It's strongly implied that she not only kept Equestria safe for a thousand years, but judging by its present state she also made it into a utopia. I think she deserves more credit as a leader/teacher than she does a warrior. If anyone has an example of Celestia actually being this Godlike creature we assume she is, I'll adjust accordingly. TL:DR I'm pretty sure Celestia is a one-trick Pony, and we should adjust our expectations. The ability to banish her sister without the Elements of Harmony (Although it looks like she needed them for other things) She can move the sun, but we've seen other ponies with a very narrow set of skills before, so there's a good chance that her sun-moving skill doesn't translate to anything outside of that.
